check your inching valve springs for breakage

My bet since it is in all functions go with the easy check first in the inching system. If all is ok there start a the pump pressure.

and eyeball the inching lever linkage to make sure it it free and allowing proper travel of the inching valve spool

There should be a total of 5 different readings: main pressure, torque converter inlet pressure, torque converter outlet pressure, clutch pressure, and lube oil pressure. All are tested by using ports on the valve body.

What are the pressure readings? could be misadjusted linkage, slipping clutch, bad pump, etc. Without pressure reading it just a guess
