Transmission oil tank petcock valve

Jents,

I'm new to the Clark C500 world and I have a completely functioning C500-55 propane lift, except that it leaks transmission oil right underneath the tank.

On top of the transmission oil tank there is a petcock valve that has two labeled positions run and off. I can find nowhere in any documentation what this petcock valve does. Anyone have any experience or knowledge of this valve and it's operational and/or use?
