Transmission failing to drive

I've got a circa 1990 FG18 that I'm trying to bring back to life. All functional apart from lack of drive. Fully hydraulic trans.
Oil level is good, filter changed, pump definitely working if I crack the filter seal.
Inching valve isn't stuck or mis-adjusted.
Engine loads up ever so slightly when shifted to FWD/REV without the inching pedal depressed, but no sign of movement.
Currently have the cover and valve body off the top of the trans and seems to be about 3mm free play in each clutch pack - but I've no feel for whether that is normal or worn out and haven't been able to find a workshop manual yet.

Any ideas or suggestions as to where to go from here would be appreciated.
