Balance shaft timing

Working on a Clark c500-50, did bearings in the bottom end of the engine in-frame. Reinstalling balance shaft assembly and can't see the timing mark on the crank gear due to the timing cover still being on. Do they time it at top dead center number 1 cylinder? Thanks in advance.
