Toyota 7FGU25:
No crank, starter relay coil not grounding

Hello fellow forklift fixers! What I have here is quite the dilemma.
I've inherited a fleet of well beat sickly forklifts and ive managed to keep them limping along until now.
The offending perpetrator of my current struggles is a Toyota FGU25 serial# 84355 propane mule. An employee ran it dry, proceeded to crank until battery death, replaced propane tank and attempted to jump start to no avail. I came to work to find this derelict lift parked in front of my stall on the most worthless day of the week, monday!
Before anyone jumps to any morning day computer hack quarterback advise, yes the starter and battery have both been checked as has the starter relay. Now the starter relay exciting coil has 12v on BOTH sides so does it supposed to ground through the ecu and is there a way to test this without having the fancy Toyota diagnostic scanner?
I await an answer from the most mightiest of Forklift Action repair wizards with great confidence
