stiff brake pedal

having an issue with a stiff brake pedal that will pulsate hard when tilt or sideshift is used. pedal can almost not be pushed when sitting still.

That lift may have brakes operated by machine hydraulics,if so, brake valve may have failed or you have plugged return lines. Confirm your main hydraulic return filter is not plugged. Also assure the tank breather is allowing air in and out of tank.
