No high speed

I have an easi-b with no high speed? Reach and mast switches check ok. Replaced system card , vfc card and encoder. If I remove the encoder belt the truck ramps up to high speed until I get code 29. I'm thinking regen,q1, or power card. What do you guy's think and thanks.

I have had dry batteries cause this before.
also low drive motor field resistance.

I forgot I also swapped out the control handle with a raymond rebuilt. I have speed set at 7.5 and switches at 3.5

regen q1 and power card are going to get you nowhere.

what is the speed set to in config?
is the throttle pot reaching limits?

if it runs fast when belt is off that has proved all your drive components to be ok.
