Pallet jack code C28 ,what code means and test procedure

I had to replace the motor controller. Seems that the 24 V solenoid shorts out the controller.

owen, C-28 code means that main power{red rocker switch} is turned off. flip rocker switch and then key up lift. Toyota walkie codes are the same as Raymond model 102, if that helps.
