lifting problem

hello have a 1977 H80 with a perkins engine. tilt seems fine but will not lift any weight. forks go up very quickly when empty but put on a few ton and no lift. can jerk hoist lever and cylinder will go up tiny bit with each jerk of lever. also forks come down very slowly when lowering. what can I test?

check the relief valve in the main control valve.
might have a broken spring in it.

next would be the safety valve at the cylinders and lastly check the cylinder packing.

pressure is bypassing somewhere
