Check f/r switch ( remove it and crack it open check the leafs) then hop over to the accel unit and make sure it is not partially activated/ pressed/ Some had park brake switch micro switch. What was the lift doing when it went down? With it having power steer i am thinking you have a broken leaf in directional as it is seeing travel when key is on but logic card is also seeing forward or reverse circuit closed and waiting on neutral back to f/r.
