What is the state of charge of the batteries? I have seen contactors test ok and install a new one and it worked fine.

How did you check the main contactor? What fuse did you check and how? Use voltage drop test on fuse, never an ohmeter. Jumper it to test if your not sure. Contacts are sensitive. replace the points if not sure. They must be perfect or you get a code
