Steering and hydraulic lift

I have a problem with steering and lift when key is turned on steer motor starts and shuts off. It will only restart when travel engaged. Also when steer motor is running but not traveling the lift will not work. The machine functions when moving all work up you let off travel pedal steering works for 5 sec. and lift does not when steering motor stops the lift will work. Have fully charged battery.

this is actually pretty much 'normal' for some 3 wheel linde/bakers.
?does the steering motor 'ramp up' when you turn the steering hand-crank quickly to produce more pressure as you turn? there is a pressure sensor in the steering line before the orbitrol that should make the motor speed up as demand increases. it looks about like an oil pressure sender for an oil pressure gauge.
