Low HYDRO. Pressure

I am working on a Toyota 5HBE20 S/N 10518 that has low hydraulic pressure. The pressure on lift with a small load is @ 500psi and stops lifting @ just under 900 psi and will not lift past the free lift cyl.. With a heavy load (3190#) it will never leave the ground. The battery is up and the voltage @ the motor is 35v on lift and drops to about 33v when it stops lifting. The pump was changed with no effect. I know the relief valve should be set for 2490 psi but it never gets even close. Thanks for any help you may offer

Problem was found in the relief valve. Carp down the relief valve and a good cleaning and a proper seal kit brought it back to life and all is good.

Been off this truck for a few days but will be back on it in the AM. The lift has been on the charger today so battery should be all the way up. Will post update after work.

Your battery is dead.
What is the voltage at the battery "at rest" and when it drops at 3 seconds of hydraulic stall?
Other things to check include the suction hose for collapsing or pin hole suction causing foaming of hydraulic oil.
Check pressure not so much under load, but at max stroke of hydraulic cylinder (lift would be best, this avoids a most of the possibility of bypass in the cylinder).

could be a bad relief valve?
change it

only other issue that comes to mind is an internal gasket (oring) in the control valve could be blown out causing internal leakage.
