2007 Cat E5000 Code 41 Steering Contactor Fault

Customer Truck, Transistor Control With an AC Steering Motor. Code 41 As Soon As the unit is turned on. Checked Contactor Moved Freely. Passed In Self Diagnosis Mode, Swapped Logic Card with Known Good Unit. Same Code. I have not checked coil resistance Or Any continuity Checks. Possible Defective / Shorted Motor? Shorted Harness / Blown Fuse I missed?
