Error code 71 current sensor regenerative braking PA4 and PA5 jumper test in stop traction
Error 44 : Check components and wires: SCR2, SCR5 and suppressors... Check inductor 0 ohms aprox in SCR2 line.
After all:
SCR1 TEST IN ISOLADE CIRCUIT
FIXED!!! Bad Controller Card and thermal protector out of range 75 ohm @ 65F.
I realized all inputs signals were good, all SCR tested good no short, diodes ohm tested within range with a VOM, scrubber good verified by VOM.

How do you properly check the SCR 2 and 5? I did an ohm test and had reading like 52M ohm on average. I measured the positive, negative and at the gate. Are these good reading?

if by the "outputs to the relay ground is missing" you actually mean that the circuit to battery negative is open in the control circuit that pulls in one or the other directional contactors, this is the correct (default) action from the controller because some of the functions have not happened that are required to drive. it is not correct to consider "ground" [as in an automotive chassis negative ground] and I much prefer to use the term negative leg of the circuit.
in an ev 100, code 44 indicates that 1 rec did not properly turn off, so a bad 2 , 5 rec, 22 snubber, or bad 1 rec, or some other input at t2 that is causing a high postive voltage potential at t2 that does not drain when rec5 "looks ahead".
code 71 says incorrect inputs from regen current sensor. check for continuity on the green lead that goes from the current sensor on the regen contactor's heat sink to A plug (outside of the smaller 2 plugs) on the logics card.
my instant WAG would be that you may have reinstalled one or more of the SCRs incorrectly.
