Intermittent steering locks up

I can't seem to duplicate the problem but after talking to 2 different operators that it's happened to, I'm left scratching my head. Here's what is happening. When unloading/loading a truck with weight on the forks the steering locks up as if the engine has died. You have to increase RPMs to get it to steer until you drop the weight. All other hyd. functions are fine. I would think the symptom would be more prevelant with unloaded forks as that decreases the weight on the steer tires but they're saying it's only happened with a load. Any ideas?
