abnormal hydraulic noise

Serial 1A229402. Heres one for everybody. Service call for "funny noise". I raised carriage and when you let go of control handle theres a quick fluid rush to the resevoir. Return hose at right side side resevoir that tees into steer torque generator and T1 tightens or flexes. Definately from that source. Seemed to be a restriction so filter was changed. same noise. has old style filter housing. Top/cap was changed from another unit. defect remains. Resevoir is venting o.k. at left resevoir. Although there is no affect on function, just seems odd. Possible housing/screen clogged?? Comments and help appreciated.
