hyster h80xm engine surge

I have a h80xm with a vortec v6 that surges when the throttle is pressed more than 1/2 way. runs fine at less than 1/2 throttle. i have checked for vac leaks at the gov controls and found none. i suspect the gov assy is the culprit but would like some other input.

I have a similar issue but at any RPM
engine runs smooth when I disconnect the ECM plg from the distributor. Any ideas?

rfrost,does this forklift run on gas or propane? If propane, check main line from vaporizer to carbuearator. It will crack in places that are not easily seen. If it runs on gas,check fuel filter and throttle body injectors

have you checked gas flow, you're not getting a gas restriction are you?, gas convertor not "oiled up" is it
