Slow speed

This machine is not going into the second and third speeds. The contacts are good in the handle top and the contacts are in great shape in the motor compartment. What ohm's is the resisitor suppose to be next to the contactors-it is a fairly big resistor- i'm thinking it should be about 10 ohm's but not sure. I measured the resistance at the resistor when the drive wheel was off the ground at it was 5.86 ohm's at full throttle.
