Toyota 2FBCA20 no drive

This Toyota 2FBCA20, 11817 from 1989. Has hydraulics but no drive. And steer pump don't turn on when put in gear.
I checked fuses, contactors ok. Is dir. switch or the pot. or the card causing the problem?

first check the dir switches. there might be a switch for the seat check that. then check control box under floorboard. should be a pot, a cam to activate switches.
