drive problem

Hi
We are located in Scotland and have a 2FD30 diesel forklift with automatic transmission, when we engage either forward or reverse the machine will only drive if on a level surface, as soon as you are on a slight incline or running over a step or obstruction the engine revs but the drive stops, you can still feel the drive engaging when you decrease and increase the revs but it doesnt go forward or backward.
Can anyone suggest what this might be ?
The transmission fluid is full and clean looking.
