No Travel, No Codes, All other handle functions work

No Codes,
All EV100 Card TB 1-6 voltages good.
Swapped in known good EV-100 card and black box (VCM?). Condition did not change.
Voltage to Contactors.

There are 2 relays mouted next to each other under the top cover on left side. 1 of these operates with the key/brake sw. The other doesn't.
