Freewheel so it can be pulled

Is there a way unlock the wheel so it can be pulled or dragged around.
I have one that I can't get to work and I need to move it.

They are just sitting in bottom doing nothing
You remove them and put them in holes on brake
Thread I'm all the way, they stop.
Now you should be able to turn that top disc

Just so I'm clear, I have included a pic with what I think I should do.
I move the brake lock bolts from the bottom up to those holes in the top.
When I screw them in, am I **** all the way down to lock something or am I just threading them in a bit just to hold the screws so they dont get lost.
In other words, once I remove them from the bottom is the brake released?

It doesnt look like I can attach a pic so hopefully this screen shot link will pass

All Raymonds have bolts that go into top of brake to unlock brakes. They usually are just sitting close by. partly threaded in, just standing up. remove them and screw them in 2 holes on top of brake
