Thanks for replying.
Just so I'm clear, I have included a pic with what I think I should do.
I move the brake lock bolts from the bottom up to those holes in the top.
When I screw them in, am I **** all the way down to lock something or am I just threading them in a bit just to hold the screws so they dont get lost.
In other words, once I remove them from the bottom is the brake released?

It doesnt look like I can attach a pic so hopefully this screen shot link will pass
