Drive fault

Got a strange problem with this one. The drive motor was sent out for a full rebuild by another technician. After installing the motor I found it to be driving very slow. Also when the throttle is put into neutral the motor will chatter back and forth if that makes sense.

The strange thing is if the motor cables are swapped around the motor will run at normal speed but will run backwards. I hooked up another motor and encoder to the machine and it works normally.

Sent the motor back to the rebuilders and they said they couldn't find a fault with it. They replaced the encoder when they did the rebuild but I'm thinking maybe it was damaged on installation.
