well the 'start switch' is generally the accelerator switch.
Depends on when this unit was built and what system is in it.
Got a serial number?

doubt it is a fuse
the error says "11 start switch closed before key" so you have a switch stuck or possibly a shorted wire/circuit.
check foot switch, brake switch.
it's probably the accelerator start switch stuck on, make sure the pedal is returning completely also.
