reduced engine speed

I have a Jungheinrich DFG435s 2012mod.
The engine doesn't have enough power, the diagnostic tools write 2300 engine speed and the hydraulic write 2500.
The manual write max travel speed without load 19 km/h, in our forklift is only 12km/h.
The machine runs good on the flat but in the uphill the power is not enough.
What can This be?
