Air in resevoir? (bubbles/Foaming)

I have a SP3200 that goes up normal, but when it comes down the oil level rises, due to the bubbles/foaming of it, and after a few times up and down it starts to seep out the breather on top of the reservoir. i've changed many things such as the oil filter and check valve the hose that runs to the manifold from the oil filter. i also bleed out the three pistons and there was no air in them. i looked in the manual and it states if there is introduction of air, to check reservoir oil level, check for proper oil viscosity ,check pluming.
the oil level was good. im not sure how to check viscosity or what the pluming is. any ideas? thank you in advance.

yes after changing all of that i went a changed the oil.
i put in anti-wear hydraulic fluid ISO 32 from crown
the mast lowers at a normal speed.

Have you changed the hydraulic oil recently ?
What oil does it have in the system ?
Does the mast lower at a normal speed or very fast ?
