The horn is not working when you stand on either dead man pedal and the horn will not work when the break coil is powered but as soon as break sets and I am not standing on the dead mad pedals the horn works fine. I have replaced the control handle, K2 relay for horn and the horn itself... please help.

no, there are two little blocks about 1x2 1/2 inches that are on the frame just below access1. It's the horn suppressor and the horn relay driver. I've had the relay driver go bad several times but usually just replace both of them. these both run to the distribution board. you should be able to see them soon as you open the door.
voltage is good and all connections are good.
Check for voltage drop. May have a poor connection somewhere.
If I hold the horn button while standing on the dead man pedals or break coil is engaged the horn will sometimes flicker like its giving Morse code, but sometimes if I hold the button for a few seconds the horn will work until I release the button...
Are you talking about the distribution panel with the K1 and K2 relays under the top cover to the right of the display?
will it blow if you hold the button in for 5-10 seconds. I've had similar problems when the horn relay driver or snubber goes bad. on an RD5200 it's located on the support arm bracket for the headache rack.
