5500 op lowers hard! 550-09-A08629

I'm running out of ideas! when lowering the platform, the 2nd and 3rd stages come down as expected. When the 2nd stage is almost fully collapsed, you get a hard bang and a strong jolt as it transitions to the free lift.
I've adjusted the chains,and checked the mast staging per Raymond service bulletin, replaced the flow control valves in the bottom of the staging cylinders, rebuilt the entire free lift cylinder including the cushioning assembly.
I have another identical truck and have swapped check valves and the prop valve. nothing has made any difference.
any ideas?? This is a customer truck with high deadman hours and is cold storage conditioned.
