No Reverse

Hi Guys. I just bought a Cat VC60DSA serial#4CC00800. It wont go in reverse. With the park brake on I start it and put it in forward all is fine when I release the brake it goes forward. When I put it in neutral it still wants to go forward. When I put it in reverse its like it locks up, like its trying to go forward and reverse at the same time.
I've checked the wiring to the solenoids, all seems to be right. I don't know if the actual solenoid valve is working , They both click when activated but are they working ? I've pulled the valve body off and all the moving parts seem ok as far as I know. Does anyone here have any Ideas of what it could be ? Any manuals would be appreciated as well. Thanks Gary

The oil in the hyd tank is clean like its new and its clear. dosent smell like gear oil. oil in the diff is the same light brown and it don't smell like 80- 90 either

can you tell if its regular gear oil? like 80w90? to me its sounds like the forward clutch pack is siezed. but the front diff should be a drivetrain oil NOT GEAR OIL.

Is the oil dipstick on top of the rearend the one I should be checking ? That is the only place I can see to check oil.

The oil doesn't smell burnt , and the oil looks clean and not red like atf

I'm not sure but I think not. It has two pedals, brake and inching pedal

sounds like the forward clutchs are siezed? does this have on of those monotrol pedals?
