Intermittent starting issues

I have a Yale 2005 GLP080 forklift S#E813V03181C that some times won't turn over. Iv'e tested the battery and it's good, cleaned the terminals and made sure all cable connections are secure. When it won't turn over i can hold the key in the start position and toot the horn the lift will turn right over and start every time doing this. I figure its the starter or the ignition hopefully, but I'm on a shoe string budget and can't just throw $ at it. I'am new to Power trucks (About 1 Year) but can repair anything with a little information. Thanks!

You have wiring issues. Check the wiring back to the starter relay. It sounds like a relay issue. You need to determine if the relay has solid supply voltage. Could be a ground issue also.
