Constant horn/alarm and no LEDs on the display light up, unit will not move at all.

I have an electrician order picker that when u key on the horn sound goes off and it will not do anything. Also there is no lights on the display. It shows a code 46 on the main panel in the back. Looking that up shows a Miss communication between cards. But is says to use the led indicators to tell which one is bad and there is no illumination on either card where it says to look. Any ideas on this one would help
