Starter hanging up

Purchased this machine and it had a reman starter installed. The starter hangs in the flywheel to the point where it will only disengage if either the battery current is removed or the unit starts, even if there are not wires attached to the small termials. I removed the solenoid and manually actuated the plunger. It does seem to hand up, not too much, but apparently enough to keep the solenoid actuated. On attempt at starting had the bendix not engaged at all and the starter continued to run until I unhooked the battery. Any suggestions would be appreciated, including a part number of the original starter. Model number is ACC 70N L PS forklift, Serial number AMQ522330. Thanks for any help anyone can offer.

One other thing i would wonder...does this starter require shims or a shim to be installed...have seen some that require it just for this reson...l.lpossible that when it got the reman started the shim got removed with the old starter and was hever seen

got a starter rebuild shop near you?
i'd suggest taking it to them and letting them refurbish it.
