Steering wheel hard to turn

Hello everyone
The steering wheel is really hard to turn (the wheels move a bit ) If I disconnect L or R hoses the steering wheel can turn easy to one side. The steering pump flow I think is ok.
Any help???

The wheel will turn easy there is no resistance against it. Without hoses connected can you jack up truck and see if steering can be turned. Do you have any/enough pressure going down to the steer axle.....also does the pump have any kind of flow. You need to determine if it is a mechanical or hyd problem.
