Start voltage of accelerator

I have a accelerator potentiometer which is faulty shows 0.2v at key no
Runs, then faults when pressed
Purchased a new potentiometer, start voltage is 2.3v machine won't start
Returned potentiometer
New one also show 2.3v and won't start.
Is their a adjustment or is the potentiometer bad?
