Speed mode not setting

Hi Everyone,
I'm facing issue with the mode speed selector for this forklift.
I have followed the procedure regarding the setting but seems like the speed remains like mode 3.
It saves the new mode selection but the speed remains high.
as well in turtle mode this forklift doesn't give any difference in speed.
Do you experienced the same?

sounds to me like someone went into the system and set all the speeds the same if all modes drive the same speed.
might need someone to plug in to it and check that and make sure.
