Slow speed

Working on a LT120W30 ser. no. 8730041.. I have replaced the battery, rebuilt the drive motor and replaced contact tips. I still can't get any speed. Can anyone help?

no mast switch and it is the old resistor style

just a w.a.g., does it have a mast switch?
is it a resistor style or solid state controller?
