Slow lift and drive

Hi everyone.
I have a JLG 2033E. This unit presented with sudden hi squeal and both drive and lift were sluggish.
Suspecting a defective union between the pump motor and pump I removed them. You could see really worn splines on pump, armature and the union.
It wasn't worth re-installing it into the unit. Ordered in a new pump / motor assembly and installed it. Also changed out hydraulic fluid and filter.
It is less noisy now however it still is shuddering on lift and drive. Almost sounds like the pump is cavitatating. I removed the large filler cap from the hydraulic tank and ran the unit up and down for 5 minutes. I saw no evidence of bubbles in the return fluid in the tank. I'm at a loss now and suspect something in the valve body. I do have a doner unit that has another complete valve body on it.
Any thoughts?
