Should motor be running as soon as key is 'on' and pad is stepped on?

I'm not sure if this is correct but should should there be a motor running (not sure which motor it is) as soon as the key is 'on' and the pressure pad is stepped on? Or should there only be a motor running when an input is given on the control handle?
