Service Brake Locking on

Hi, I have a problem with a 7FBMF locking its brakes on when steering is on full lock.
I have swapped the brake valve , brake master cylinder and orbitrol valve from a good truck and it still does it.
The brake pedal feels hard its not a problem with the brakes sticking as when the pressure relives the wheels turn ok.
Don't know what to try next.

The problem was a pinched return pipe from the valve back to tank squashed by the battery.
