Scissor lift won't go forward or reverse

Scissor lift won't go forward or reverse.Relays are working.Engine loads up when trying to move.Brake is releasing.Acts like hydraulics are dead heading like a valve is not opening.Does not matter in low or high.I see there is small and large dump valve.Are these used for the drive circuit? Anyone have this problem?
