Doug; You may have difficulty changing the attititude of the pedestrian or the fork truck driver, part of being human I suppose and it is too late to tell them if and when there is an accident. There is another approach to consider though. Depending on the application, you could consider putting the driver onto a Pedestrian truck It would slow him down (hopefully not your operation though) and make the environment safer for everone (no emissions) plus such a truck can be much more cost effective.
