From the error codes we are not talking about an RRE but the older generation of Reflex.
C016 is a throttle pot fault.
C013 is a height measurement fault.
Remove the inspection covers in the reach carriage & check the smaller mutiplugs, there is normally a couple of spare plugs on the reach loom for extra functions & I have seen these plugged in to the mast loom by mistake & it does cause the very fault you describe.
The plugs are clearly numbered when the looms are manufactured.
