I'm still for removing the governor side plate, starting the engine, then accelerating while watching governor butterfly. if it doesn't move or move irratic of carb butterfly, hold the carb open 1/2 and move the governor butterfly. if it accelerates beyond what you are used to put a governor on it. i had a 2FGCU20 that every competitor in town worked on, and that is what i did to correct the problem.
