Sounds like you are doing the best you can with what you have, which is the only thing any of us can do. I would love to have the resources to spend 4-5 days with a small group of people and get them really functional, but for now that remains something I am unable to tackle. If a source of funding, through the state or a workforce eductation type grant could fund most of the work than that would be a great solution, but finding that might be tough.
