Having dealt for 25 years in the industry within the UK, I have seen many different forms of motivation for safer operation. However in the UK we have 32 million vehicle drivers, the only award you get for safe driving is a reduction in insurance costs, but don't hold your breath. The fact is that without penalty as david h states then there will be neglect. I could not estimate the amount of damage I have seen, which goes largely unoticed by company directors, also largely unpunished.
