Joe_M, There aren't any National Requirements or Standards set on a national level to track Operator Certification. It is the responsibility of each individual company that employee's operators to provide Safety Training under OSHA 29CFR 1910.178. It is also each companies responsibility to retain records and provide refresher training at a minimum of every three years.
