Okay update the wd40 worked faster than anticipated. it looks like all the valves are moving now, and compression on that cyl went from 0 to 135. A little low but it hasn't run in a while. Here are some photos of my lift truck.

From the vaporizer it goes right to the carb via a large rubber hose. The safety switch is off here but in the background.
