That right there makes it appear that the brake cables themselves are not to the length specifications of the OEM Cat cables.
You have already adjusted everything to the maximum available.......and you are not even close to achieving a working parking brake. So even if it did work now, how would you compensate for normal wear in the near future?
Might be a good time to compare the Total Source branded cables to Cat OEM cables for length. You DO NOT want to check just the length of the cable outer housing.
You need to check the length of the inner wire cable at both ends of the cable. If the inner wire cable is longer at either end than the OEM cable, that extra length will consume much of the range of adjustment.
